Environmental Annex Bill: all investments are for the green economy.

A few days ago the Environment Commission of the Lower House approved the objectives set out in the Environmental Annex to the Stability Law: energy efficiency, fight against illegal building and green contracts. The objectives of the newly established “Italian Fund for Green Communities SGR Investments” – funded for one billion Euro by the Cassa depositi e prestiti (Deposit and Loan Bank) and by the Ministry for Economy and Finance – include protection of the quality of life, environment and territory by supporting redevelopment of the building stock for residential, services or hospitality purposes, to enhance the value of buildings and hamlets having a historical and heritage value. The approved text calls for prioritising and incentivising projects that certify energy efficiency, water management sustainability, internal respiratory, thermal, acoustic and visual wellbeing, harmony between buildings and setting, use of sustainable materials, respect for the building’s historical and heritage value. First Technical Support Centre for the Crystall Active Electrostatic Filtering Systems.

Sabiana is pleased to announce that, as of 01/01/2017, the company So.Gest Impianti Srl based in Rome has been appointed the Technical Support Centre for the “Crystall” active electrostatic filtering systems for the Lazio, Tuscany, Umbria, Campania, Apulia and Calabria regions. The new centre supports the existing network of technical support centres, with the primary purpose of providing a highly qualified and efficient technical support service for the Crystall active electrostatic solution that Sabiana and the Arbonia group strongly believe in. In this new position, So.Gest Impianti Srl will perform the following tasks: • Performing operations for commissioning and subsequent check-up after six months of the Crystall active electrostatic filtering systems serving all new Sabiana AHU; • Performing technical operations under warranty of the Crystall active electrostatic filtering systems on units produced by Sabiana; • Performing technical support operations off warranty of the Crystall active electrostatic filtering systems on units produced by Sabiana; • Performing a series of instrumental tests to assure correct operation of the filtering systems, namely measurements to establish the concentrations by size of the particulate, measurement of electrical fan motor power input, measurement of pressure difference; • Supporting the Sabiana organisation, where required, in drawing up and carrying out turnkey supply contracts of Crystall active electrostatic filtering sections on existing AHU units (even not supplied by Sabiana); Since it was set up, So.Gest Impianti Srl has pursued and maintained an extremely high level of specialisation on issues to do with indoor air quality, applying the most modern and effective technologies for cleaning, reclamation and disinfection of equipment and ducts in air flow systems. 300 million for energy efficiency in schools

To increase the energy efficiency of school and university buildings, the #ProtectedEnvironment decree, approved last Friday by the Council of Ministers, establishes the granting of soft loans for a total amount of over 300 million Euro. The provision, as already established by the Spending Review, is excluded from the Stability Pact of Municipalities that will undertake operations for upgrading and improving safety of school buildings. Sabiana puts forth its offer of the best solutions for optimal air conditioning of school buildings: Pulsar, metal ceiling radiant panel that allows the rooms to be heated with the utmost comfort yet with extremely low thermal inertia, for quickly bringing the premises to the set temperature. Pulsar is a solution with a low implementation cost, and may be paired with traditional high temperature thermal power plants as well as with condensation boilers and heat pumps. The Formula One seasons is coming to an end with the Abu Dhabi Grand Prix and, although the cards have already been dealt for both titles, Sergio Marchionne, Ferrari’s Chairman, has urged his team to give of its best in order to round the year off, while the company is already plotting its strategy for 2016. Ferrari is an outstanding brand that has fans around the world dreaming. A company that excellently embodies the Bel Paese’s abilities. And, because leaders attract other leaders, the Maranello offices of the chairman, undergoing renovation, are all air-conditioned by Sabiana, which supplied 26 SKYSTAR ECM fan coils. An appointment which we at Sabiana are obviously proud of. Upcoming review of UNI/TS 11300-1 and 2 technical specifications

UNI has announced that the updated texts on the energy performance of buildings (UNI/TS 11300) have been drawn up and are soon to be published. The UNI/TS 11300 technical specification, whose objective is to set a common calculation method for the energy requirements of buildings, consists of four parts. The texts to be released soon refer to two of them (UNI/TS 11300-1 and UNI/TS 11300-2) and are going to replace the corresponding texts of the 2008 version. UNI/TS 11300 represents the main regulatory framework for determining the energy performance of buildings. UNI/TS 11300 provides for different application methods according to whether the buildings are newly constructed or existing and takes into account both standard and specific climatic and operation conditions. The new rules for the energy certification of buildings are operative.

The decrees of the Ministry for Economic Development complementing the regulatory framework on the energy performance of buildings, come into force today, October 1st. The new regulations for Certification of buildings’ Energy Performance (APE 2015) are contained in the decree “Guidelines for the energy certification of buildings”: the new APE is the same throughout the country and offers to citizens, Administrations and operators more information concerning the efficiency of the building and installations, for easier comparison of the energy quality of different properties, with the aim of steering the market towards buildings with better energy quality. The energy ratings go from seven to ten: class A4 is the best and class G is the worst. It is mandatory for at least one inspection by the auditor in charge of drawing up the APE to certify the class the property belongs to. The APE must also indicate proposals to improve the building’s energy efficiency and provide information on financial incentives to implement them. Finally, the decree establishes a national database of energy certificates (SIAPE), by defining a template for sale and rental ad, that standardises the information on the building’s energy quality. The new methods for calculating the energy performance and the new minimum efficiency requirements are defined by the decree on “Methods for calculation of performance and minimal requirements”. The decree strengthens the minimal energy standards for new buildings and for renovated ones, and defines the parameters for buildings involved in mere energy upgrades (building enclosure and utility installations). However, for newly constructed buildings and for those undergoing significant renovations, the minimum requirements to be complied with are obtained by comparing the building with a reference building (identical by geometry, orientation, location, intended use). During the 2014 Show and Conference, operators’ interest in Sabiana’s solutions was undeniable. The original stand with the corporate colours was in fact packed with professionals in the industry, who evidently appreciated the showcased innovations, including the App, the new wall controls, the new Atlas version with electronic motor, the new two-way valve that automatically regulates water flow, the new Meltemi airknives. Architectural firms seemed to be especially interested in Moma, flush installation kit for fan coils that makes it possible to do away with the machine’s encumbrance for improved ergonomics and aesthetics, also in residential settings. However, although they were the main source of interest, the latest products were not the only attractions – the success also stemmed from the hospitality, kindness, warmth and professionalism of management and all the employees on site. Who therefore confirmed the belief that Sabiana is a company made by people, not by figures. In this perspective, the service we offered of taking pictures of visitors and then gift them with the photo was especially popular. In other words, it was a great opportunity to initiate or strengthen the dialogue our company has enjoyed with the market for more than 80 years. Three new decrees on the energy efficiency of buildings.

After being agreed on by the Unified Conference and signed by Ministers Guidi, Delrio, Galletti, Lorenzin, Madia and Pinotti, the three decrees of the Ministry for Economic Development that will complete the regulatory framework on the energy efficiency of buildings are about to be published in the Official Journal. The first decree contains the new national guidelines for the Certificate on the Energy Performance of Buildings. The Minister has explained that the new APE template will be the same throughout the country and will offer to citizens, Administration and operators more information on the efficiency of the building and of systems, assuring easier comparison of the energy quality of different properties and steering the market towards buildings with better energy quality. There are going to be ten energy classes: from A4 (the best) to G (the worst). The APE will need to indicate proposals to improve the building’s energy efficiency and provide information on financial incentives to implement them. The decree also defines a template for sale and rental ad, that standardises the information on the building’s energy quality and establishes a national database of energy certificates (SIAPE). The second decree that entails application of the operative regulation, consistent in all Regions, defines the new methods for calculating the energy performance and the new minimum efficiency requirements for new buildings and for those undergoing renovation. The decree includes the comparison with a reference building (identical by geometry, orientation, location, intended use) for newly constructed buildings and for those undergoing significant renovations. The minimum requirements are also provided for buildings undergoing mere energy upgrades, concerning the building enclosure and utility installations. The third decree provides reference diagrams and methods for filling in the technical design report for the purpose of applying the requirements and minimum requirements for energy performance in buildings. The diagrams have been prepared according to the type of operation: new construction, significant renovation, energy upgrade. The Ministry’s note explains that “By issuing these provisions, an important step is taken towards the increase in Near Zero Energy Buildings. In fact, as of January 1st, 2021 new buildings and those undergoing significant renovations must be constructed so as to reduce energy consumption to the minimum, mostly covering them with renewable sources. For public buildings this deadline is brought forwards to January 1st, 2019." The three provisions will come into force in October 1st, 2015 and “will allow Italy to be fully aligned with European directives on the matter,” the communiqué concludes.
